Several years ago, Phi Delta Kappa (PDK) conducted an extensive curriculum management audit of the Chesterfield County Public Schools (CCPS). PDK’s principle governance recommendation was to revise
the School Board’s policies – particularly, but not only, those policies relating to curriculum and instruction.
At the direction of the School Board and Superintendent, a comprehensive policy review and revision process was initiated in August 2008 and a revised School Board policy manual was adopted on
December 8, 2009. While that process resulted in multiple new and revised policies, the policy review and adoption process continues under the leadership of the Superintendent’s Advisory Policy Review
As a result of its meeting on December 12, 2013, the Policy Review Committee has reviewed and now recommends the approval of one (1) totally re-written regulation – as follows:

The proposed changes to the regulation have been reviewed by the School Board Attorney.
Second reading and final School Board adoption for the above-named regulation is scheduled for the February 25, 2014, regular School Board meeting. It is anticipated that the revised regulation will become effective immediately upon School Board approval and adoption, so that its provisions may apply to waivers considered and granted for the 2014-15 school year.
It is recommended that the School Board adopt Regulation 4040-R, Waiver for a Student to Attend Other Than Home School, as presented, to be effective July 1, 2014, so that its provisions will apply to all waivers issued for the 2015-16 school year and thereafter.
