Build-a-House connects Chesterfield Technical Center students eager to learn a trade with adults who need a home. The latest result is a 2,700-square-foot rancher located at 5117 Cogbill Road, where students, teachers and community leaders gathered this morning to dedicate the five-bedroom, three-bath house.

This is the second house built by students enrolled in carpentry, electrical, plumbing, HVAC, advanced CAD, Cisco networking and landscaping programs at the Chesterfield Technical Center. The Cogbill Road house, where more than 300 students got hands-on experience, will be transferred by the end of June to Chesterfield Alternatives to become a home for four women who have intellectual disabilities.

Build-a-House began in 2008, on vacant land owned by Chesterfield County at 19300 Church Road. Chesterfield Technical Center students built a 2,200-square foot home on that site, which was dedicated in 2010 and is now home to three people with intellectual disabilities. The Build-a-House model of taking unused, county-owned land to provide students with real-world construction experience and create a comfortable home for people with disabilities is a winning experience for everyone.

Plans are under way for a third Build-a-House project.

Shock, excitement and joy were among the emotions running through Chesterfield schools today when three teachers learned they are the school division’s top Teachers of the Year. A delegation of school system and county leaders brought banners, cakes and balloons as they surprised these top-notch teachers in their classes:

Paul Daszkiewicz of Meadowbrook High is Chesterfield’s Teacher of the Year, as well as Chesterfield’s High School Teacher of the Year. He began his career as a math teacher 22 years ago at Meadowbrook High, where he continues to teach Algebra II, probability/statistics and precalculus. Daszkiewicz earned his master’s degree from VCU and his bachelor’s from Virginia Tech.

Ben Davis of Bailey Bridge Middle is Chesterfield’s Middle School Teacher of the Year. A former Army Ranger, Davis first worked for Chesterfield County Public Schools as a substitute teacher in 2003. For four years, he has been at Bailey Bridge Middle, where he teaches English. Davis earned his master’s degree from VCU and his bachelor’s from Park University.

Amanda Moody of Wells Elementary is Chesterfield’s Elementary School Teacher of the Year. She began her career in 1975 in Williamsburg-James City County and also taught at schools in Germany and England for the U.S. Department of Defense. Since 1993, Moody has taught students with learning disabilities at Wells Elementary. She earned her master’s degree from Arcadia University and her bachelor’s from the College of William and Mary.

Annually, every Chesterfield County school selects a Teacher of the Year. Chesterfield County Public Schools then selects from those honorees an Elementary School Teacher of the Year, a Middle School Teacher of the Year and a High School Teacher of the Year, then chooses the countywide Teacher of the Year from those three honorees. The next step is submitting Daszkiewicz’s nomination to the Virginia Department of Education, which will select eight regional Teachers of the Year from across the state, then will choose the Virginia Teacher of the Year from the eight regional winners.

CCPS MEMORANDUM #32 (2012)    April 24, 2012

TO:                  SCHOOL BOARD

FROM:           DR. MARCUS J. NEWSOME

SUPERINTENDENT

SUBJECT: FIRST REVIEW OF PROPOSED NEW SCHOOL BOARD POLICIES AND ONE NEW REGULATION, AND REVISIONS TO CURRENT SCHOOL BOARD POLICIES AND REGULATIONS

PERTINENT INFORMATION:

More than four years ago, Phi Delta Kappa (PDK) conducted an extensive curriculum management audit of the Chesterfield County Public Schools (CCPS). PDK’s principle governance recommendation was to revise the School Board’s policies – particularly, but not only, those policies relating to curriculum and instruction.

At the direction of the School Board and Superintendent, a comprehensive policy review and revision process was initiated in August 2008 and a revised School Board policy manual was adopted on December 8, 2009. While that process resulted in multiple new and revised policies, the policy review and adoption process continues under the leadership of the Superintendent’s Advisory Policy Review Committee (PRC).

As a result, the Policy Review Committee has reviewed and now recommends the approval of four (4) current policies, as revised; two (2) current regulations, as revised; and, two (2) new policies – as follows:

Revisions to Administration Policy 2090, School Building Administration;

Revisions to Instruction Policy 3070, Volunteers;

Revisions to Human Resources Policy 5350, Teachers’ Duties and Responsibilities;

Revisions to Operations and Finance Policy 7230, Acceptable Use, The CCPS-NET;

Revisions to Community Relations Regulation 6170-R, Use or Rental of School Facilities;

Revisions to Operations and Finance Regulation 7230-R, Acceptable Use, The CCPS-NET;

NEW Policy (To be assigned a number at a later date), Service Learning; and,

NEW Policy (To be assigned a number at a later date), Serving Students with Serious Health Conditions.

Attached hereto are draft policies for your reference. (Attachments A, B, C, D, E, F, G, and H)

All have been reviewed by the School Board Attorney.

Second reading and final School Board adoption for the above-named policies is scheduled for the

May 22, 2012, regular School Board meeting. Two other proposed new policies and one proposed new regulation are currently under evision and may also be brought forward for adoption on May 22, 2012.

It is anticipated that the policies that follow will become effective immediately upon School Board approval and adoption:

Revisions to Administration Policy 2090, School Building Administration;

Revisions to Human Resources Policy 5350, Teachers’ Duties and Responsibilities; and,

NEW Policy (To be assigned a number at a later date), Serving Students with Serious Health Conditions.

It is anticipated that the policies and regulations that follow will become effective July 1, 2012:

Revisions to Instruction Policy 3070, Volunteers;

Revisions to Community Relations Regulation 6170-R, Use or Rental of School Facilities;

Revisions to Operations and Finance Policy 7230, Acceptable Use, The CCPS-NET;

Revisions to Operations and Finance Regulation 7230-R, Acceptable Use, The CCPS-NET; and,

NEW Policy (To be assigned a number at a later date), Service Learning.

The four (4) policy revisions and two (2) regulatory revisions, as proposed, in addition to the two (2) proposed new policies, will be placed on the CCPS website for the purpose of seeking public and employee comment.

RECOMMENDED ACTION:

It is recommended that the School Board consider the proposed new policies and regulation, as well as revisions to current policies and regulations, as follows: Revisions to Administration Policy 2090, School Building Administration; Revisions to Instruction Policy 3070, Volunteers; Revisions to Human Resources Policy 5350, Teachers’ Duties and Responsibilities; Revisions to Operations and Finance Policy 7230, Acceptable Use, The CCPS-NET; Revisions to Community Relations Regulation 6170-R, Use or Rental of School Facilities; Revisions to Operations and Finance Regulation 7230-R, Acceptable Use, The CCPS-NET; NEW Policy (To be assigned a number at a later date), Service Learning; and,NEW Policy (To be assigned a number at a later date), Serving Students with Serious Health Conditions.

It is further recommended that the School Board schedule the above policies and regulations for second reading and adoption at the Board’s May 22, 2012, regular meeting.
