				<content:encoded><![CDATA[<p>More than 4,200 Chesterfield students will receive their high school diplomas during graduation ceremonies June 6-10 at VCU’s Siegel Center, 1200 W. Broad St. This will be the last graduation for Chesterfield Community High Principal Jamie Accashian, who is retiring, and the first graduation as principal for Shawn Abel of Midlothian High. Tickets are required to attend graduation, but the ceremonies will be streamed live on the school system’s website at <a href="http://vcuathletics.tv/flash/ramradio.php" target="_blank"><strong>vcuathletics.tv</strong></a> and will be shown live on Comcast Channel 96. Also, each graduation will be re-broadcast exactly two weeks later on Comcast Channel 96 and on Verizon <em id="__mceDel"><em id="__mceDel"><em id="__mceDel">Fios Channel 26.</em></em></em></p>

<p>Grange Hall Elementary is working with Broadfork Farm and former Grange Hall student Noemie Keller on a composting project. Noemie has chosen composting as her senior project at Maggie L. Walker Governor’s School. Beginning Nov. 26, Grange Hall Elementary students will begin sorting their lunch waste, which Noemie will take to Broadfork Farm for composting. During the first week, PTA volunteers will help students determine what is compostable. This project ties in with the fourth- and fifth-grade science SOL regarding showing how decomposers work within the ecosystem.</p>

<p><b>Partners in the Arts</b></p>
<p>Clover Hill High won a $6,100 Partners in the Arts grant for the Paths Project, which combines English, History and visual arts to record the experiences of the World War II veterans and their families. Students in grades 10-12 will interpret these experiences in written and visual representations that will be shared online and in print in the Paths journal. Clover Hill is one of just seven schools to win a 2012-13 Partners in the Arts grant from the University of Richmond School of Professional and Continuing Studies. The awards allow schools to bring in visiting artists to train teachers and work with students and to buy supplies to carry out the projects. 				<content:encoded><![CDATA[<p>The world is changing rapidly, which poses challenges to our work to prepare students for futures that we can’t even imagine. The class of 2020 is sitting in our fifth-grade classrooms right now. Many jobs that will be available when those children enter the workforce have not yet been invented. In a time when “school reform” has become a political buzzword, Chesterfield County Public Schools is demonstrating that real improvement happens in education when there is a collaborative commitment to a well-crafted, strategic vision that clearly focuses on what is best for students. Only through proper planning can we give our children the sound, well-rounded education that will help them live and compete successfully throughout their lives. The Design for Excellence 2020 provides the filter to make good decisions and the framework for our actions as we move forward to serve our students and community.</p>
<p>Within the Design for Excellence 2020 strategic plan are three goals designed to best prepare students for success in their futures. Here is Goal 1:</p>
<p>“All learners will acquire, analyze, synthesize and evaluate information to solve meaningful problems and to achieve success as productive, thriving global citizens. Students will learn through active engagement, collaboration and exploration of personal interests, talents and ambitions across disciplines. <b>Student learning and achievement will be measured and reported using clearly defined standards and performance assessments that measure student progress toward personalized learning goals.</b>”</p>
<p>Emphasis has been added to the last part of the goal, because one of the strategies to meet the goal includes implementing a grading and reporting system that effectively uses technology, reflects future practices and content, aligns with the strategic goals for students and is meaningful to parents and families.</p>
<p>A grading practices committee — including students, teachers, administrators, parents and instructional leaders — has been meeting for more than a year to develop the grading handbook and revised report cards.</p>
<p>An elementary school report card committee — including teachers and administrators from 12 elementary schools — was formed to study the current elementary report card and revise it to reflect the goals of the Design for Excellence 2020. One of the first things the committee did was to list pros and cons about the current report card structure and to list the practices teachers want to start, stop or continue.</p>

				<content:encoded><![CDATA[<p>At the direction of the School Board and Superintendent, a comprehensive policy review and revision process was initiated in August 2008 and a revised School Board policy manual was adopted on December 8, 2009.  While that process resulted in multiple new and revised policies, the policy review and adoption process continues under the leadership of the Superintendent’s Advisory Policy Review Committee (PRC).</p>
<p>As a result, the Policy Review Committee has reviewed and now recommends the approval of revisions to four (4) current policies, and four (4) current regulations, as follows:</p>
<ul>
<li>Revisions to Instruction Policy 3090, <span style="text-decoration: underline;">Field Trips</span>;</li>
<li>Revisions to Instruction Policy 3170, <span style="text-decoration: underline;">Standards of Learning Tests and Graduation Requirements;</span></li>
<li>Revisions to Student Services Policy 4110, <span style="text-decoration: underline;">Equal Educational Opportunities/Nondiscrimination</span>;</li>
<li>Revisions to Human Resources Policy 5310, <span style="text-decoration: underline;">Sick Leave Bank and Donation of Sick Leave</span>;</li>
<li>Revisions to Student Services Regulation 4010-R, <span style="text-decoration: underline;">Standards for Student Conduct</span>;</li>
<li>Revisions to Student Services Regulation 4030-R, <span style="text-decoration: underline;">Enrollment Procedures</span>;</li>
<li>Revisions to Student Services Regulation 4130-R, <span style="text-decoration: underline;">Procedures for Administration of Medication to Students</span>; and,</li>
<li>Revisions to Student Services Regulation 4170-R, <span style="text-decoration: underline;">Section 504 Dispute Resolution Procedures</span>.</li>
</ul>
<p>One additional policy revision is being recommended, as a result of School Board approval of a new advisory committee, as follows:</p>

<li>Revisions to School Board Governance and Operations Policy 1141, <span style="text-decoration: underline;">Advisory Committees to the School Board</span>.</li>
</ul>
<p>Attached hereto are draft policies for your reference. (Attachments A, B, C, D, E, F, G, H, and I)</p>
<p>All have been reviewed by the School Board Attorney.</p>
<p>Second reading and proposed School Board adoption for the above-named policies is scheduled for the</p>
<p>June 25, 2013, regular School Board meeting.</p>
<p>It is anticipated that all of the revised policies and regulations will become effective July 1, 2013.</p>
<p>All policies and regulations, with proposed revisions, will be placed on the CCPS website for the purpose of seeking public and employee comment between now and June 25, 2013.</p>
<p><span style="text-decoration: underline;">RECOMMENDED ACTION:</span></p>

<p>Grange Hall Elementary is working with Broadfork Farm and former Grange Hall student Noemie Keller on a composting project. Noemie has chosen composting as her senior project at Maggie L. Walker Governor’s School. Beginning Nov. 26, Grange Hall Elementary students will begin sorting their lunch waste, which Noemie will take to Broadfork Farm for composting. During the first week, PTA volunteers will help students determine what is compostable. This project ties in with the fourth- and fifth-grade science SOL regarding showing how decomposers work within the ecosystem.</p>

<p><b>Partners in the Arts</b></p>
<p>Clover Hill High won a $6,100 Partners in the Arts grant for the Paths Project, which combines English, History and visual arts to record the experiences of the World War II veterans and their families. Students in grades 10-12 will interpret these experiences in written and visual representations that will be shared online and in print in the Paths journal. Clover Hill is one of just seven schools to win a 2012-13 Partners in the Arts grant from the University of Richmond School of Professional and Continuing Studies. The awards allow schools to bring in visiting artists to train teachers and work with students and to buy supplies to carry out the projects. 				<content:encoded><![CDATA[<p>Bellwood Elementary School is one of just three schools in the country to earn a National School Change Award this year.</p>
<p>The award recognizes schools that have achieved significant positive change. Bellwood Elementary celebrated its National School Change Award yesterday. Dr. Lew Smith, founder and director of the National School Change Awards and the National Principals Leadership Institute, led the celebration. Students welcomed guests and perform during the ceremony. School Board member Carrie Coyner and Superintendent Marcus Newsome spoke.</p>
<p>Chesterfield County Public Schools has won five National School Change Awards — more than any other school division in the country. In addition to Bellwood’s award this year, Carver Middle (2009), Harrowgate Elementary (2008), Chalkley Elementary (2007) and Bensley Elementary (2002) have won National School Change Awards.</p>
<p>Located at 9536 Dawnshire Road, Bellwood’s diverse enrollment of 500 students includes prekindergarten through fifth grade with 79 percent of students receiving free or reduced-price lunches. Student demographics are 44 percent white, 34 percent Hispanic, 19 percent black and 3 percent Asian.</p>
<p>Bellwood Elementary is fully accredited and has met adequate yearly progress standards for the past four years, but in 1998 the school’s SOL results were lower than state pass rates. To make a change for the better, Bellwood Elementary staff members embraced the words “Every Child; Every Chance; Every Day” and committed to a holistic approach that includes academic interventions and removing social and physical barriers to education.</p>
<p>In addition to the National School Change Award, Bellwood Elementary was recognized in 2011 as a National Title I Distinguished School and earlier this year was named the region’s Active RVA Outstanding School of the Year by Sports Backers.</p>

Walker Governor’s School. Beginning Nov. 26, Grange Hall Elementary students will begin sorting their lunch waste, which Noemie will take to Broadfork Farm for composting. During the first week, PTA volunteers will help students determine what is compostable. This project ties in with the fourth- and fifth-grade science SOL regarding showing how decomposers work within the ecosystem.</p>

Students in grades 10-12 will interpret these experiences in written and visual representations that will be shared online and in print in the Paths journal. 				<content:encoded><![CDATA[<p>The Supplemental Retirement Program (SRP), which began as the Early Retirement Incentive Plan (ERIP), was initiated in 1986 and revised in 1995 and 1997.  As it currently exists, the SRP is a retention incentive plan designed to provide a supplemental retirement income for long-term employees.  On average, 100-150 employees per year retire and begin participating in the SRP.</p>
<p>During the last 5 years, CCPS has taken difficult actions to reduce near term costs in order to balance its budget in line with sustainable revenue forecasts. These actions have included increasing pupil teacher ratios, reducing support staff and minimal or no salary increases.</p>
<p>During development of the FY2014 budget, the School Board reviewed its position as it relates to longer term benefits and liabilities. The Board, in alignment with state mandates and in cooperation with County leadership, increased pay for its staff in response to higher required employee contributions to the Virginia Retirement System (VRS).  The Board also began to receive information from staff on the impact of the Affordable Care Act and its far reaching impact on medical benefits for all employees.</p>
<p>The Board has reviewed the status of the SRP plan benefit each year since its inception. The SRP has been effective in attracting employees to CCPS over its existence. However under the current economic conditions and long term revenue projections, the value to the system of the SRP has been reduced. The projected funding streams going forward will not be sufficient to cover the long term liabilities of the VRS, health care and SRP, as well the ongoing academic needs of the school system.</p>
<p>It is therefore recommended that CCPS eliminate the SRP benefit for all employees hired or re-hired with an effective date on or after July 1, 2013.  SRP for all existing employees will remain in effect as currently structured.</p>
<p>It is recommended that the School Board consider the proposed revisions to Human Resources Policy 5210, <span style="text-decoration: underline;">Supplemental Retirement Program</span>.</p>
<p>It is further recommended that the School Board schedule the above policy for second reading and proposed action at the Board’s May 28, 2013 regular meeting.</p>

Advisory committees established by the Chesterfield County School Board are one way that community members connect with local schools. Advisory committee members are appointed from each of the county’s five magisterial districts and include parents, teachers, staff members, students and other community members interested in helping Chesterfield County Public Schools achieve its vision of providing “an engaging and relevant education that prepares every student to adapt and thrive in a rapidly changing world.”</p>
<p>People interested in serving on an advisory committee are encouraged to apply before June 30 by filling out the online application. <p>There are five advisory committees:</p>
<ul>
<li>The <b>Citizens Budget Advisory Committee</b> helps evaluate and allocate resources in alignment with the Design for Excellence 2020 to ensure a high quality, effective and efficient school division. Approved by the School Board last night, this is the newest advisory committee. Members will serve two-year terms starting July 1.</li>
<li>The <b>Special Education Advisory Committee</b> seeks to inform and involve parents in special education matters that affect more than 7,000 students with disabilities in Chesterfield County Public Schools. Members serve three-year terms.</li>
<li>The <b>Gifted Education Advisory Committee</b> monitors and discusses gifted education program services in relation to state regulations and the School Board-approved Local Plan for the Education of the Gifted. Members serve three-year terms.</li>
<li>The <b>Career and Technical Education Advisory Committee</b> supports career development initiatives. Members serve three-year terms.</li>
<li>The <b>School Health Advisory Board</b> helps develop health policy for the school division and evaluate school health, health education, school environment and health services. Members serve two-year terms.</li>

<h3>Nomination for Amber Kuper<br />
Submitted by Brenda Bush, mother &amp; office manager at a Chester Elementary School</h3>
<h4>1. How does this teacher demonstrate passion and commitment to the teaching profession?</h4>
<p>Mrs. Kuper never settles for what&#8217;s expected, but instead, challenges herself professionally for the benefit of her students. She attained both a bachelor&#8217;s and master&#8217;s degree in Art Education from VCU. She stood out early in her career when she was selected as the &#8220;Teacher of the Year&#8221; after just two years on the job. In 2008 she was named &#8220;Elementary Art Teacher of the Year&#8221; for CCPS and went on to win the title for the entire Central Virginia Region. In 2009 she went on to achieve teaching&#8217;s highest credential: National Board Certification.</p>
<h4>2. How does this teacher demonstrate innovation in the classroom?</h4>
<p>Mrs. Kuper began an innovative idea for her elementary students: Living Art &#8211; which brings famous paintings to life. Students researched them, painted backdrops, and made costumes like the painting&#8217;s characters. The students came up with what they thought the characters might have been saying and doing just before they &#8220;froze&#8221; in the painting. In her new role as a middle school art teacher, Mrs. Kuper turned an unused room into the school art gallery (paining the room herself). Now the students take pride in their works of art prominently displayed.</p>
<h4>3. How does this teacher demonstrate creativity in the classroom?</h4>
<p>This year, Mrs. Kuper started the &#8220;Locker Art Gallery&#8221; where an actual student locker is turned into a miniature art gallery complete with floor, walls, and lighting. Students help curate the gallery to learn about the skills that go into choosing art, displaying art, and advertising it to the rest of the school. She is always looking for fun new ways to inspire students into learning. She let some of her top artists help give the classroom a needed makeover giving the students a real ownership of their classroom while showing off their artistic talents.</p>
<h4>4. How does he or she involve parents and families in their students&#8217; education?</h4>
<p>Mrs. Kuper created Family Fun Night at her elementary school where families came out to view their children&#8217;s art work, watch them perform &#8220;Living Art&#8221; on stage, and enjoy quality family fun together. Last year, Mrs. Kuper helped create Family Fun Night at her middle school. Students, along with their entire family, were invited to bring t-shirts to tie-dye together. The event was a huge success and will be repeated again this year. One parent remarked to the principal, &#8220;this is the kind of event we want to be a part of with our children.&#8221;</p>

Walker Governor’s School. Beginning Nov. 26, Grange Hall Elementary students will begin sorting their lunch waste, which Noemie will take to Broadfork Farm for composting. During the first week, PTA volunteers will help students determine what is compostable. This project ties in with the fourth- and fifth-grade science SOL regarding showing how decomposers work within the ecosystem.</p>

Clover Hill is one of just seven schools to win a 2012-13 Partners in the Arts grant from the University of Richmond School of Professional and Continuing Studies. The awards allow schools to bring in visiting artists to train teachers and work with students and to buy supplies to carry out the projects. <p><strong>Woolridge’s Cathy Garrison is Chesterfield’s Elementary School Teacher of the Year</strong></p>
<p><strong>Manchester’s Kristin Breslin is Chesterfield’s High School Teacher of the Year</strong></p>
<p>Surprise and excitement were among the emotions running through Chesterfield County schools today when three teachers learned they are the school division’s top Teachers of the Year. School system and county leaders brought flowers, banners, cakes and balloons as they announced the awards to these terrific teachers:</p>
<ul>
<li>Tracey Zaval is Chesterfield’s Teacher of the Year, as well as Chesterfield’s Middle School Teacher of the Year. Zaval teaches civics and economics at Midlothian Middle. She began her teaching career in 1999 in North Carolina, after earning her bachelor’s degree from the University of North Carolina at Asheville. She joined Chesterfield County Public Schools in 2005 and has been at Midlothian Middle since 2010.</li>
<li>Cathy Garrison is Chesterfield’s Elementary School Teacher of the Year. She teaches kindergarten at Woolridge Elementary. A kindergarten teacher since 2005, Garrison began her career in education as a speech/language pathologist, working for one year in Stafford County, Va., Public Schools before moving in 1980 to Chesterfield County Public Schools. She earned her bachelor’s degree from James Madison University.</li>
<li>Kristin Breslin is Chesterfield’s High School Teacher of the Year. She teaches in Manchester High’s Success Program, helping at-risk students successfully transition into high school and beyond. A member of the Manchester High faculty since 1990, Breslin began her teaching career in 1988 at Clover Hill High. She earned her master’s degree and her bachelor’s degree from Virginia Tech.</li>
</ul>
<p>Annually, every Chesterfield County school selects a Teacher of the Year. Chesterfield County Public Schools selects from those honorees an Elementary School Teacher of the Year, a Middle School Teacher of the Year and a High School Teacher of the Year, thenchooses the countywide Teacher of the Year from those three honorees. The next step is submitting Zaval’s nomination to the Virginia Department of Education, which will select eight regional Teachers of the Year from across the state, then will choose the Virginia Teacher of the Year from the eight regional winners.</p>

After all, children don’t come with instruction manuals and solutions for everyday problems such as managing schedules, running a family on a budget and making healthy dinner choices can be hard to find — even in the age of Google. Six sessions offer families the strategies needed to thrive in a hectic world. Every Table Talk is free and includes a meal for families, activities for students, child care for ages 5-12 and information sessions that will help parents find the solutions they seek. <p>Grange Hall Elementary is working with Broadfork Farm and former Grange Hall student Noemie Keller on a composting project. Noemie has chosen composting as her senior project at Maggie L. Walker Governor’s School. Beginning Nov. 26, Grange Hall Elementary students will begin sorting their lunch waste, which Noemie will take to Broadfork Farm for composting. During the first week, PTA volunteers will help students determine what is compostable. This project ties in with the fourth- and fifth-grade science SOL regarding showing how decomposers work within the ecosystem.</p>

<p>Monacan High has a new club: the Technology Student Association Club. Members are enrolled in a technical education course, such as engineering, architecture, carpentry, masonry, drywall, tile laying, plumbing and electricity. The club will offer opportunities for students to use their skills to help the community. In partnership with Monacan’s JROTC, the TSA Club will offer services to families who have a parent deployed overseas.</p>

<p>Alberta Smith Elementary students are participating in the Bucket Fillers program. Every time a student is recognized for an act of kindness or good character, a ticket is placed in the classroom bucket. When the bucket holds 100 tickets, the class will receive a reward, which may include class pajama day, hat day, homework passes, extra recess, etc.</p>

<p><b>Partners in the Arts</b></p>
<p>Clover Hill High won a $6,100 Partners in the Arts grant for the Paths Project, which combines English, History and visual arts to record the experiences of the World War II veterans and their families. Students in grades 10-12 will interpret these experiences in written and visual representations that will be shared online and in print in the Paths journal. Clover Hill is one of just seven schools to win a 2012-13 Partners in the Arts grant from the University of Richmond School of Professional and Continuing Studies. The awards allow schools to bring in visiting artists to train teachers and work with students and to buy supplies to carry out the projects. <p style="text-align: left;" align="center"><i>-Encourages Students, Parents and Education Leaders to Nominate Teachers-</i><b> </b></p>
<p><b>RICHMOND &#8211; </b>Governor Bob McDonnell today issued Executive Order No. 63, establishing the Governor’s Teacher Cabinet. The Cabinet, comprised of teachers from across the Commonwealth, will advise the Governor and Secretary of Education on policies related to the status of teaching in Virginia. The Cabinet will focus on strategies for enhancing teacher quality, leadership and professionalism for 21<sup>st</sup> Century learning.</p>
<p>Speaking about today&#8217;s announcement, Governor McDonnell said, “Last year, I assembled a teacher workgroup led by retired teacher and House Majority Leader Kirk Cox (R-Colonial Heights) and Secretary of Education Laura Fornash to aid in the development of my ALL STUDENTS agenda. The teacher workgroup provided meaningful and substantive advice over the course of the past year. Today I am pleased to announce the creation of the Governor’s Teacher Cabinet to continue to advise my administration. The Teacher’s Cabinet will recommend short term action and long term strategy to improve teaching and continue to recognize this distinguished profession. I encourage teachers to submit nominations and parents and local leaders to nominate a deserving teacher in your community.”</p>
<p>Secretary of Education Laura Fornash remarked, “Today’s announcement demonstrates Governor McDonnell’s unwavering dedication to partner with Virginia’s teachers. The Teacher Cabinet will look for ways to celebrate and reward our teachers who serve as exemplars for their colleagues. I look forward to working with the Teacher Cabinet to identify strategies to enhance teacher quality, leadership and professionalism with the ultimate goal of creating meaningful learning experiences for ALL students.”</p>
<p>Retired Teacher, ALL STUDENTS Co-Chair and House Majority Leader Kirk Cox (R-Colonial Heights), said “Teachers are in a great position to offer advice and input that will improve our educational system. I am confident that their invaluable advice will help ensure every child in our schools can receive a top-quality education.”</p>

<li>Identify additional resources, learning tools and professional development opportunities that the Department of Education could make available to local school divisions;</li>
<li>Recommend strategies for greater parent and community engagement;</li>
<li>Recommend strategies to improve the K-12 education, higher education and workforce collaboration;</li>
<li>Identify any needed improvements to administrative responsibilities; and</li>
<li>Recommend strategies to close the achievement gap and assist disadvantaged students.</li>
</ol>

<p>Full-time teachers from across the Commonwealth are encouraged to apply to serve on the Cabinet by visiting the Commonwealth’s Online Application System (OASYS).
