SUBJECT: ADOPTION OF PROPOSED SCHOOL BOARD POLICIES AND REGULATIONS AS REVISED
PERTINENT INFORMATION:
During its 2012 regular session, the General Assembly enacted legislation that necessitated the modification of current School Board policies and/or the adoption of new policies. As most of the changes presented to the Board via this Memorandum are required and become effective July 1, 2012, the Board is asked to suspend its rules and bring the policies up for immediate adoption following a first reading. Such Board adoption will also permit the Administration to advise internal and external constituencies of the changes, as the Board’s next meeting is not scheduled until August 14. Policies that the School Board is asked to adopt following first reading include those that follow:
- 1141 Advisory Committees to the School Board
- 3050 Alternative Instructional Options
- 3150 Public Charter Schools
- 3150-R Charter School Application
- 3170 Standards of Learning Tests and Graduation Requirements
- 4021(NEW) Home Instruction
- 4100 Student Records
- 4113 Student Immunizations
- 4130 Administration of Medication to Students
- 4141(NEW) Child Abuse and Neglect Reporting
- 5130 Tutoring and Other Activities
- 5440 Employee Suspensions
- 5450 Employee Resignations
- 5460 Effect of Criminal Conviction or Founded Complaint of Child Abuse or Neglect
- 6170 Use or Rental of School Facilities
Each of the above-listed policies has been reviewed by the School Board Attorney.
In addition to the policy modifications and new policies identified above that are primarily required due to action of the General Assembly, the Board is also asked to suspend its rules and bring two additional policies up for immediate adoption following a first reading. Policy 7231, Use of Social Networking Sites by CCPS Employees, was presented to the Board at its work session on April 24, 2012, and changes requested by the Board have now been completed. Further, approval of modifications to Regulation 4010-R, Standards for Student Conduct, are requested in order to incorporate those changes into the final printing of the Standards of Student Conduct manual that is distributed to CCPS families. Therefore, additional policies that the School Board is asked to adopt following first reading include those that follow:
- 4010-R Standards for Student Conduct
- 7231 Use of Social Networking Sites by CCPS Employees
Both of the above-listed policies have been reviewed by the School Board Attorney.
Attached hereto are drafts for your reference. (Attachments A, B, C, D, E, F, G, H, I, J, K, L, M, N, O, P and Q)
The policies will become effective immediately upon School Board approval and adoption.
RECOMMENDED ACTION:
For the reasons noted in this Memorandum, it is recommended that the School Board suspend its rules and bring the following policies up for immediate adoption following a first reading: Revisions to Policy 1141- Advisory Committees to the School Board; Revisions to Policy 3050 – Alternative Instructional Options; Revisions to Policy 3150 – Public Charter Schools; Revisions to Regulation 3150-R Charter School Application; Revisions to Policy 3170 – Standards of Learning Tests and Graduation Requirements; New Policy 4021 – Home Instruction; Revisions to Policy 4100 – Student Records; Revisions to Policy 4113 – Student Immunizations; Revisions to Policy 4130 – Administration of Medication to Students; New Policy 4141 – Child Abuse and Neglect Reporting; Revisions to Policy 5130 – Tutoring and Other Activities; Revisions to Policy 5440 – Employee Suspensions; Revisions to Policy 5450 – Employee Resignations; Revisions to Policy 5460 – Effect of Criminal Conviction or Founded Complaint of Child Abuse or Neglect; Revisions to Policy 6170 – Use or Rental of School Facilities; Revisions to Regulation 4010-R Standards for Student Conduct; and New Policy 7231 – Use of Social Networking Sites by CCPS Employees.
Each of the above will become effective immediately upon School Board approval and adoption and shall immediately supersede and replace in their entirety those that were previously in effect.
